Cause

The Locking File is not correctly located. For example the Locking File of a laptop is localized on the network drive 'X:' which is a drive on the server. When using the laptop out of the network the locking file cannot be accessed on this drive and Radar gives this error message.

Occuring when

When starting a network version of Radar

Solution

1. Edit the file C:\radar\bin\RADAR.INI 
2. change the following line :
   "from
   LockingFile=X:radlock
   "to
   LockingFile=radlock
